My Edit

This is what I did:

Went to ipiccy and cropped the photo.
Added more blue sky with the cloning tool.
Went to Gimp and added a sun with the supernova filter.
Went to Photobucket.

Overlay - Color Correction - Bluegrad.

Retro Poster - Burst

Frame - Default - Hassel
Overlay - Color Correction - Bluegrad again.
